INTERIM PRESIDENT ARTEAGA TRIES TO ENTER CONGRESS The interim President of Ecuador, Rosalia Arteaga (C), waits in vain for the door of the Congress building to be opened as a special session was in progress to elect as interim president the legislative body's leader, Fabian Alarcon, February 11. Arteaga, who expected to speak before Congress about the nation's situation following her replacement of ousted president Abdala Bucaram, returned angrily to the presidential palace saying that it all just goes to show that 'in this country there is no democracy.
